Made by quality Q235 steel by drop forging. heavy duty. It is used to fix two scaffolding tubes (with OD 48.3mm) at a right angle. Two eye bolts are assembled which is  a typical American type/Standard coupler. 
Once the bolt and nut are tightened, it is very strong can load at least 100 KN.
